With reference to my confidential despatch of the 10th of May I have the honour to transmit to you the enclosed copy of correspondence with Miss Pigott on the subject of retransfers of mi teai in Hong Kong.
2. I should be glad to receive a detailed report on this aspect of the question and particularly as to the opportunities which it seems to offer for abuse by that class of person who
would have no scruples in defying the customary code when unsupported by legal penalties. I observe that the Secretary for Chinese Affairs is of the opinion that it would be quite simple
to prohibit all re-transfers of mai- tsai without the consent of parents and that such a step would be supported by
the Chinese.
